talent breakdown

Shotgun
Your basic attacks splash for 20% of the damage dealt.
Sniper
Your basic attack damage is increased by 50.
Assault Rifle
Increase basic attack speed by 50%.

Electrical brass knuckles
Enemies you melee get stunned for 1 second, but your melee now channels for .5 seconds.
Kunai
Enemy heroes hit by your melee attack take an additional 120 damage over 3 seconds.
Nova shank
Your melee no longer knocks enemies back.

First aid kits
your medic bags are replaced by first aid kits, lowering the cooldown to 4 seconds and allowing 14 to be on the map at once, but they only heal for 250 each.
combat doctor
Your medic bags now have 4 charges, allowing them to be used 4 times each.
Biker
Whenever an enemy dies, you and your allies regenerate 2% of their health.

Swan Song
Cooldown: 120 seconds
Choose an ally, if that ally would take fatal damage for 2 seconds after you casted this on them, they become invulnerable and their abilities have a 1 second cooldown. This lasts for 5 seconds. After the effect ends they get downed.
Comms disruption
Cooldown: 40
Call in Bain to mess with the enemy, all enemy cooldowns get 1 second added and they lose all vision from allies for 5 seconds.

Forced Friendship
Cooldown: 30 seconds
target an enemy minion or mercenary (bosses don't count) and make it unable to attack or move. (allied minions will still attack it.)
Sentry gun
Cooldown: 30 seconds
Drop a sentry gun with 100 health that will deal 50 damage per second to nearby enemies.
MOVE IT!
Inspire's cooldown is reduced to 7 seconds, but it no longer revives, instead it grants 30% movement speed for 2 seconds.

Resilience
Cooldown: 40 seconds
For 6 seconds any stuns, roots or slows on an ally will have their duration reduced by 75%, cannot be used on Dallas.
Berserker
When you are under 25% health, you and nearby allies gain 25% attack speed, 10% movement speed and 10 armor.
Grinder
Whenever you deal damage to an enemy hero, heal nearby allies for the amount of damage you have dealt.

Messiah
Swan song now lasts 7 seconds, and if an enemy hero was killed, the person with swan song will live with 25% health

Comms disruption lasts 10 seconds and slows enemy heroes by 20%.
Ammo bag
Cooldown: 70 seconds
Place an ammo bag with 2 charges. Allies who use it refresh their basic abilities.
Armorer
Cooldown: 60 seconds
grant a shield to nearby allied heroes equal to 25% of their health for 4 seconds. If the shield is destroyed before the 4 seconds they gain 15% movement speed for 3 seconds.

I havn't played Payday but I love this, very unique hero. Comms disruption sounds hilarious
