Windrunner

Since it's fun to jump around and make plays with WIndrunner, here's the build supporting that.

Might of the Banshee Queen
Hitting an enemy Hero with Withering Fire increases Sylvanas's Attack Speed and Spell Power by 5% for 6 seconds, stacking up to 5 times.
More damage since you'll be mostly kiting and spamming Q

Unstable Poison
Minions that die under the effects of Shadow Dagger or Sylvanas's Traits explode, dealing 130 damage to nearby Minions, Mercenaries, and Summons,
Situational, depends on what 2019 update looks like

Barbed Shot
Hitting the same enemy with 5 slots of Withering Fire causes the 5th shot to deal 350% bonus damage.
Since you'll be casting many Qs per fight you should pick up the bonus damage.

Wailing Arrow
Shoot an arrow that can be reactivated to deal 228 damage and Silence enemies in an area for 2.5 seconds. The arrow detonates automatically when it reaches maximum range.
Good heroic, MC can be a bit weird with how much you jump around post-13

Windrunner
Haunting Wave can be cast a second time for free within 5 seconds after teleporting. Teleporting with Haunting Wave resets the cooldown of Withering Fire.

Will of the Forsaken
Activate to become Unstoppable and gain 40% Movement Speed for 3 seconds.
Broken talent but other options aren't *bad*

Deafening Blast
Enemies at the center of Wailing Arrow's explosion take 50% more damage and are Silenced for twice as long.
Just a strong upgrade, case can be made for other options EXCEPT withering barrage. Because you're getting full resets with this build there's no reason to bother with CDR on Q that won't be relevant until 12+ seconds into the fight.
