My favorite, most reliable build to take. 
Unyielding Power
Quest: Hit Heroes with Skull Missile. Reward: After hitting 20 Heroes, increase Skull Missile's damage by 100. Reward: After hitting 40 Heroes, Skull Missile's cooldown is permanently reduced by 3 seconds.
Get this stacked as quickly as possible. Having its CD reduced means multiple casts, activating your trait more frequently (meaning more uptime for your basic abilities).
Increase Regeneration Globe healing duration by 150%. Every tick of Regeneration Globe healing activates Lord of Hatred, reducing Basic Ability cooldowns by 1 second.
More CD reduction and more mana regen, Meph needs a ton of both. Staying in lane means more time for you to stack your Q quest.
Ghastly Armor
Shade of Mephisto grants 20 Armor while active and for 2.5 seconds after it ends.
Static Barrier is the more popular pick at 4, but taking armor at 7 covers the damage mitigation aspect for Mephisto.
Consume Souls
Channel for 2.5 seconds, revealing all enemy Heroes. After the Channel completes, all enemy Heroes take 357 damage and are Slowed by 25% for 2.5 seconds.
Consume Souls cleans up a fight amazingly. Durance of Hate has its benefits, but not quite as valuable as Consume Souls.
Abhorred Skull
Hitting a Hero with Skull Missile grants 25% Spell Power for 6 seconds.
More damage output. Once you land your Q, time the 6 seconds you have with your Consume Souls for maximum value.
Static Field
When Lightning Nova's damage bonus reaches 30%, enemy Heroes within its radius take damage equal to 10% of their maximum Health.
Tricky to get the hang of and you won't always be able to keep an eye on who needs to be pulled in for the additional 10%. Regardless, the damage burst is insane.
Consumed by Hatred
Consume Souls deals bonus damage equal to 10% of the target's missing Health. If Consume Souls kills a Hero it will cast again 1 additional time.
I don't think there's a more satisfying feeling having this go off two times. 10% of the target's missing health as damage is godly. Secure a kill on one person with this, and odds are you're wiping at least one more.
