Fenix is a great sustained damage who, when not pressured by CC, can bully entire teams with his great AOE damage and slows.
After hitting enemy Heroes with Basic Attacks 3 times while Repeater Cannon is active, the next Basic Attack with Phase Bomb deals 150% more damage and splashes in a 50% larger area.
Default to Arsenal Synergy. This increases your damage a lot and gives you a bit more finisher potential. I only take Mobile Offensive when I find I am going to be spending a lot of time dueling 1v1.
Basic Attacks against Slowed Heroes with Repeater Cannon active grants 10% Movement Speed for 4 seconds, up to 40%.
I personally think Target Acquired is by far the best for this tier, as it allows you to have insane mobility in fights so you can keep your auto attacks up from a safe range. Emergency Protocol is a strong choice if you are on the receiving end of a lot of enemy CC, as it may be the thing to let you get far enough away to have time to warp.
Divert Power: Weapons
Activate to gain 40% Basic Attack damage for 5 seconds. Basic Attacking a Hero refreshes this duration. Once Divert Power: Weapons ends, drain all of Shield Capacitor's Shields.
Divert Power lets your damage go off the charts, and is relatively forgiving to keep up, but if you are not confident in your positioning / ability to keep yourself safe then Combat Advantage is a safe choice.
Channel for 1.5 seconds, sweeping a laser in front of Fenix that locks onto enemy Heroes. Once Channeling finishes, fire 5 missiles at each locked Hero, dealing 86 damage each. Deals 50% increased damage to Slowed targets.
Only go into Planet Cracker if you have build a composition around it. Time Salvo with slows to greatly increase the damage.
Fenix gains 25 Spell Armor while he has a Shield from Shield Capacitor.
All of these talents have their places, I default to Dampening Field to help your overall survivability. Adanium Shell can allow for more aggressive plays, while Rapid Recharge lets you get back in the fight quicker after losing health, and Auxiliary Shields can give you better sustain when you find yourself dueling 1v1 a lot.
Every 3rd Basic Attack against Heroes while Repeater Cannon is active deals an additional 6% of the target's maximum Health as damage.
All of these are strong in their own rites, and I think this tier is mostly reliant on enemy composition and your own build. I personally enjoy Offensive Cadence for greater solo kill potential.
Upon taking fatal damage, Shield Capacitor regains 800 Shields.
Default to Unconquered Spirit. If you feel completely un-threatened, both of the other 20s can provide a large damage increase depending on your playstyle for the match.
