Taking a stab at it!

While Alexstrasza is above 75% health, Gift of Life's cooldown recharges 125% faster.

While above 75% Health, gain 15% Movement Speed.

Lifeblossom
While Alexstrasza is above 75% Health, Gift of Life creates a Lifeblossom at the target's location. Alexstrasza can collect the Lifeblossom to make her next Gift of Life cost no Health.
Passive: Reduces the cost of Gift of Life to 10% of Alextrasza's current health.

Life-Binder
Bind Alexstrasa's life force with an allied Hero. Both her and her target are healed for 480 over 2 seconds. Afterwards, the Hero with a lower percentage of Health is healed to the same Health percentage as the other Hero.

Pacify
Activate to Slow and reduce an enemy Hero's damage by 50% for 3 seconds.
Healing a Stunned, Rooted, or Silenced ally reduces Pacify's cooldown by 30 seconds.

Tough Love
Gift of Life grants its target 10 Armor for 2.5 seconds, increased to 30 while Alexstrasza is above 75% Health.

I tried this build last night and it felt pretty good. The blossoms are easy to pick up (often I accidentally picked them up before I even saw them). That said, her healing output takes a hit if she survives a dive on her. I think both ults can help with this weakness though.
I think the Q talent level 1 can very broken if you can maintain that threshold. If you aren't able to walk up to the flowers if you are healing your backline, I think the E talent at 7 instead can maintain your health great in fights, since that is the only time you really Q. If you hit 3 Es, you overheal the 15% cost of 1 Q, and you can hit 2 Es per reduced CDR Q. Personally I think that will be a much more flexible version of this Bakery build, because you won't have to put yourself in danger to grab flowers if you healed your tank. The E talents 1 and 4 have separate functionality entirely. I think the 75% health movespeed at 4 synergizes better for hitting Es, kiting, and dodging.
Fire Within seems too good with the crazy range of Flame Buffet to really consider Lifeblossom.
